The Order of Three Stars, the highest state decoration, was established in 1924 to commemorate the formation of the Latvian state and was reintroduced in 1994. Its motto is Per aspera ad astra – Through hardships to the stars.
The Order of Three Stars is awarded for exceptional merits to the benefit of the homeland. Merits for which the Order of Three Stars is granted can manifest in work in the state, local government, public, cultural, educational, scientific, sports, or economic fields.
Meritorious service includes both individual outstanding work and long-term, exemplary, and successful activity, as well as special merits during the period of the restoration of Latvia's independence or the further consolidation of the state.
